An alternate take on Mixed Spawns, Mixed Tiers causes enemies from the tier below to spawn on higher difficulties. Each difficulty will have different spawn chances for different enemies.
Here's a summary on how every difficulty is affected:

Normal
Mostly beat cops with a few SWAT enemies.
Hard
SWAT are more common, with lights being more common than heavies.
Very Hard
Beat cops no longer spawn and FBI enemies start spawning. Mostly SWAT with FBI heavies and FBI Shields being uncommon.
Overkill
FBI are more common, with only a few lights, heavies and Shields being SWAT.
Mayhem
SWAT no longer spawns and GenSec enemies start spawning. Mostly FBI with Shields having an equal chance to be either FBI or GenSec. UMP and Benelli GenSec units can also spawn.
Deathwish
GenSec are more common, with heavies having an equal chance to be either FBI or GenSec.
Death Sentence
FBI no longer spawns and ZEAL enemies start spawning. Riflemen and Shields have an equal chance to be either GenSec or ZEAL with ZEAL riflemen not being able to spawn in shotgun groups. Specials can spawn either as their ZEAL or non-ZEAL variant. In Streamlined Heisting, ZEAL shotgunners and ZEAL Medics can spawn.
The TL;DR
- Normal and Hard have beat cops and SWAT
- Very Hard and Overkill have SWAT and FBI
- Mayhem and Deathwish have FBI and GenSec
- Death Sentence has GenSec and ZEAL
There is also an options menu, which lets you change some things:

- Activate: Turns on the mod.
- Only beat cops on Normal: Forces all lights and heavies on Normal to be beat cops.
- GenSec light rifleman: Forces all GenSec light riflemen to be either the G36 or UMP variant.
- GenSec light shotgunner: Forces all GenSec light shotgunners to be either the R870 or Benelli variant.
- More GenSec on DS: Causes GenSec and non-ZEAL enemies to be more common than their ZEAL equivalent on Death Sentence.
- ZEAL Marksman: Gives heavies a chance to be replaced by ZEAL Marksmen on Death Sentence.

- Assault Spawngroups Restored: Causes shotgunners to spawn more often.
Better Heavies Modifier: Changes the heavies modifier in Crime Spree so that it affects all light SWATs and not just FBI.As of version 1.1, this feature is built-in.- Mixed Weapons: Gives enemies random weapons.
Notes
- This mod will only work if you are the host.
- This mod will only affect the America faction.
- This mod may be incompatible with other mods that affect enemy spawns or change the heavies modifier.
- The enemy reskins used in the screenshots are from Definitive Old Enemies Restoration.
