Not a modder but it seems it must be a problem with your enemy spawner/controller mod. Try to disable it (?)

oh i already fixed it,
it was an issue with the marshal units of all things

@nonneayorbisnius which mod was it though, was it something like the Iter mod?

@kurimiku it seems it was the "less tacky marshals" mod

i got rid of it and i can play with marshals enabled again
