TF2 skins are basically just a single texture sheet applied across the gun in very odd ways, kinda like how the skin icon appears in the backpack; a look at the VNN Warpaint mod on GameBanana shows how it works a bit more easily than I could bother to try and explain. (and its one of the few I remember off the top of my head)
