Are you using Hinaomi's Rebalance - Weapons Mod? If so check out my fix to this mod https://modworkshop.net/mod/55213
It fixes ONLY Hinaomi's Rebalance - Weapons. If you other Hinaomi's mods (other than Skills and Perks rebalance) fix will probably not work.
