This mod adds emotes to the game, it does work in multiplayer but only you can see it, meaning even if the client install the mod, you won't be able to see them do the emote.
HOW TO INSTALL:
Make sure you put -fileopenlog in the launch options first.
Place the pak files here:
HOW TO USE IN GAME:
Press 5 on your keyboard and click one of the emotes, you can scroll between the pages with scroll wheel.
Also be sure to download the framework that is included in this mod.

I'm gonna go at this as how I installed it, and if you see anything different, check on that.
this is for the steam version.
set up the game with -openfilelog like it says under "Dependencies & Instructions"
made the "~mods" folder in common\PAYDAY3\PAYDAY3\Content\Paks\
downloaded "Moolah Mod Loader" and "UE4 Sound Fix / Play Sound 2D fix"
unzipped the 2 mods and placed them in the "~mods" folder
downloaded the "pakchunk34-EmoteFrameworkTesting.pak" and whatever other emote packs
installed them directly to "~mods" as they aren't zipped like the 2 dependent mods
after all that, it should work. if it doesn't then either there is an issue with what platform you are using or if you ARE using steam, then perhaps its misplaced files?
I'd start by double checking that none of the mods are zipped and take it from there.
