@ヌードル [Sabo] by the sounds of it uhh it doesnt sound like you extracted the files, with the entire "could be because its a RAR and not a zip"

@ヌードル [Sabo] Extract the files and then put that folder into the CustomOST Tracks folder.
The reason it can work with your zip mods is because windows recognises it as a folder.
