The model in this particular mod has been enhanced by me in terms of textures and the polycount.
After this port I will focus on porting over the true Postal 3 dude model from the Alpha that was made by RWS and not the Akella developers who called out the model that it looks shitty.
The character shown in the mod was ported within possibilities of diesel engine modding, made with znixian's model tool!
Installation: Drop the folder from the archive to your mod_overrides folder, example:

Anyone who has experience with 3D model related modding such as rigging/weighting knowledge along with texture and UV editing.
For example you could take this model out and put it to a different game like GTA Vice City via blender and the DragonFF plugin, the things that need to be done in order to achieve that is converting the VC rig to another model (P dude in this case), bone name changes and applying the materials to the model
