Alternative Title: I'll Show You What A REAL Hotline Miami Perk Deck Looks Like.
Adds a new perk deck to the game, being a hybrid of a dodge perk deck and sociopath/infiltrator, for you to play around with, with themeing inspired largely by what happens about 70-ish seconds into this:
Edgy, yes, but what else was I supposed to use here?
Moving on, the general playstyle of the deck is thus: It's basically the exact same as with sociopath or infiltrator, but instead of wearing the ICTV you're wearing a suit!
So, you know, you're moving faster and can get within melee distance of enemies easier, which is honestly just leaps and bounds better as far as actually replicating the high-speed high-violence feeling of hotline miami goes. That's why I originally made this back in December, after all - I really enjoyed sociopath, but it just didn't feel like an actual hotline miami perk deck to me because of how slow things were if you used it.
Of course, every perk deck mod that doesn't lock you into offline play has to have something to keep it in check, and this is no exception. The passive dodge chance bonus this perk deck gives you is utter crap - you cap out at 45% passive dodge chance at absolute maximum, and this perk deck doesn't give you any sort of health regeneration like its other melee bretheren do. In order to reach a level of dodge that's competitive with other dodge perk decks, you have to carefully chain together melee kills almost constantly, and doing so is actually easier said then done - in earlier builds of the perk deck, where there wasn't any 16% damage reduction and the combo timer was 2.5 seconds instead of 5 seconds, you would actually die instantly even on mayhem.
In so many words, if you absolutely want to use your melee weapon to kill law enforcers, this perk deck will let you do that, and it'll do such a good job of it that you can even bring it to DS/OD if you're crazy enough. But you'd better be committed to using that melee weapon of yours - because if you aren't you can and will die thirty seconds into the assault wave.
Perk Deck Breakdown:
Deck Name: Phantom
Deck Description: Special Forces. Assassination. Political interference. It doesn't matter where the Phantom of a criminal group comes from. It's always the blackest of black operations, and it's always the sort of shit any sane government would deny knowledge of. Merciless and brutal, crafty and elusive. Skilled at using the environment. As talented with blades as they are with guns. They aren't called Phantoms because they get in and out silently - they're called Phantoms because they tend to make their foes die of fright.
Perk One: Guns Empty, Blades Don't
Perk Effect: Your chance to dodge is increased by 15%. Each consecutive melee strike within 1 second of the last will deal 10 times its normal damage.
Perk Three: Fear the Reaper
Perk Effect: All your weapons gain a chance to spread panic among enemies.
Perk Five: Situational Awareness
Perk Effect: You gain an additional 15% chance to dodge. When within medium range of an enemy, you take 16% less damage from enemies.
Perk Seven: Plate Swapper
Perk Effect: You gain 20% chance to pierce enemy armor. Damaging an enemy grants you 10 armor - this cannot happen more than once every 1.5 seconds.
Perk Nine: Blood Rush
Perk Effect: Getting 2 melee kills in 5 seconds grants you 25% additional dodge chance for 10 seconds. This effect chains but does not stack.

BeardLib is STRONGLY RECOMMENDED, if not REQUIRED, if you want to be able to update this mod. I may not know of any issues yet, but in the very likely event somebody finds an issue and I have to patch it you're not gonna want to miss said patch.
