MCM button not showing up in settings.

Greetings. For various reasons I had to reinstall RTV game. After doing this the MCM button no longer shows up in settings to access the mod config menus. Prior to my reinstall it was working great and really appreciated using it. On a windows machine running win11. Any help would be gratefully appreciated. Here is the gotot.log text:
