Adds PGM Hecate Mini as Primary Sniper Rifle

AM-P stands for Anti-Materiel Precision
This custom sniper firstly should be based on the PGM Hecate II, which is the heavier .50 cal cousin of the PGM Hecate Mini which uses .338 Lapua. But the lacks of good Hecate II model forces the smaller cousin weapon model to be used instead.
For all intents and purpose of sniper variety, this custom sniper stats will perform like Barret Anti-Materiel
Features 2 attachment, stabilizing bipod; and CQB barrel that will increase ammo pickup
This gun is too awesome to handle silencer xd
And experimental custom High Explosive ammo, to deliver precise high-explosive ordnance, eliminating the need of warhead that's prone to premature detonation by enemy fire.
HE Round will pierce through soft body target (but will not pierce through Shield and Wall), so the custom ammo is more suited for hard target, or detonated in a surface area near multiple soft target.
HE Round have severely limited ammo pickup capability, so use wisely.
HE Round cant work with Graze skill, it'll crash. So avoid using the 2 together
