Enables CUSTOM COP SPAWN GROUPS, for fully custom cops.

Only one minor bug that I know of is cops can spawn out of Cloaker spots if they have acrobatic access types. This is a pretty minor issue though, compared to the HUGE ADVANTAGES this brings.
