Stops sixth sense from marking tied down ncps.
To be honest this is most likely a completely intended behavior so it isn't much of a fix, however I don't see a reason for it to be like this and the outlines were genuinely bothering me for the longest time.
Creazzz for Dominated Outlines (Converts & Civilians), whose code was used for checking if an npc has been tied down.
