For the time being it simply halves the cooldown from 4 to 2 minutes.

I have more interesting changes planed, but figured I would make this real quick for my fellow ECM enjoyers.
If you would like to change the cooldown, just open upgradestweakdata.lua and change the number to whatever number of seconds you would like.
