Card 1: Loadout Doctrine
"Doctrine begins before the first shot is fired. Preparation breeds control. Control breeds dominance."
- SMGs, LMGs, and Assault Rifles gain 15% stability and 10% reload speed
- Grenade and Rocket Launchers gain 10% reload speed and 10% swap speed
- Armor movement penalty reduced by 15%
- +20% armor
Card 2: Operational Conditioning (Universal)
"Discipline is ingrained long before it is tested."
- +25% headshot damage
Card 3: Authorized Escalation
"Control is measured, not assumed. Once proven, escalation is authorized."
- After killing 5 enemies with SMGs, LMGs, Assault Rifles, or HE Shotguns, your next explosive attack deals +10% damage and has +15% blast radius
- Applies to throwables and explosive launchers
- +10% explosive damage (passive)
Card 4: Maintained Control (Universal)
"Sustained pressure validates preparation."
- +1 concealment
- 15% less armor movement penalty
- +45% XP on heist completion
Card 5: Rites of Supply
"Supply is no longer optional. Participation marks adherence to doctrine."
When a heister interacts with your ordnance bag:
- 10% damage resistance per throwable replenished (up to 30%) for 120 seconds
- 5% reload speed per throwable replenished (up to 15%) for 30 seconds
- 5% fire rate per throwable replenished (up to 15%) for 30 seconds
- Explosive kills extend these buffs by 5 seconds (up to double duration)
Card 6: Doctrine of Stockpile
"Stockpiling is not excess. It is obedience made tangible."
- +1 Ordnance Bag (or +1 charge if using Jack of All Trades secondary slot)
- 150% ammo pickup rate
Card 7: Consecrated Plating
"Those who bear the doctrine's supply are preserved by it."
- Explosive kills regenerate 30 armor
- If you used an ordnance bag, regenerate an additional +20 armor
- When teammates use your ordnance bag, regenerate 20 armor
Card 8: Unyielding Doctrine (Universal)
"Doctrine is no longer followed. It is internalized."
- +5% damage
- +10% doctor bag interaction speed
Card 9: Doctrine Manifest
"Where the Arsenal is deployed, the doctrine asserts itself. Resistance is corrected."
While within 15 meters of your deployed ordnance bag:
- Kills have 75% chance to spread panic to nearby cops
- Kills regenerate 10 armor
- Gain 15% damage with ARs, SMGs, LMGs, and HE Shotguns for 10 seconds
- Gain 10% explosive radius for 10 seconds
- When armor breaks, gain 2 seconds immunity to health damage (15 second cooldown)
this is my first mod/custom perk deck so please leave buff ideas or nerfs in the comments so the deck is more in line with reality. I tested it on death wish solo (I have no friends) and it sucked so I'm looking into changes already. Also I made custom Icons but cant get that to work so if you can help me reach out to my discord Here

- Extract the
TheArsenalfolder to yourPAYDAY 2/mods/directory - Launch the game and select the deck from the Perk Decks menu
