This mod is an attempt to better balance the cars in PERF spec.

The goal is to balance every car around the #1 car which is the Pagani Huayra when full upgrades are applied. Every car will receive a buff in some form to achieve the same level of pace. The Huarya will remain untouched. This is a WIP so not every car has been buffed YET.

Designed to be used with EVOL handling fix mod.
