This mod is an attempt to better balance the cars in PERF spec.

The goal is to balance every car around the #1 car which is the Pagani Huayra when full upgrades are applied. Every car will receive a buff in some form to achieve the same level of pace. The Huarya will remain untouched.

Designed to be used with EVOL handling fix mod. Ensure the Balance mod is ABOVE the Handling fix mod in PitCrew for intended results.
