Backports the Commander 53 mask from PAYDAY 3's Syntax Error Tailor Pack DLC to PAYDAY 2 as a custom mask. Has added effects on the screen like the looping scanline, static and blinking eyes.

KNOWN ISSUES:

• Sometimes, the static overlay doesn't appear when going into the inventory or previewing the mask.
• Some heisters' noses will clip through the mask (example shown with Wolf in the screenshots)
