Adds an extra chat interface placed on top of the VR settings menu when in a heist in VR.

This allows you to view and write in the chat in situations where the chat is normally inaccessible (e.g custody).

Additionally this also enables scrolling through old messages which is normally not possible using the in-game tablet.
