Fixes Phalanx spawn limit in Crime Spree. Also makes it so that the Phalanx shields are effected normally by things like the Pocket ECM and Shock and Awe Aced.
Why? The Crime Spree modifier claims that "All Shield units in the game are replaced by Captain Winters' Shield units." this pretty directly means that it should be a one-to-one replacement - i.e. if the shield limit is 4 (which it is on Overkill and by extension Crime Spree), then you should only see 4. Anyone who's played Crime Spree knows that this is not how it turns out after the replacement happens. The Winters shields seem to have no base game limit, making literally dozens of these well-armored units with literally half the HP of a bulldozer litter every heist. Not only is this not implied in the description of the modifier, but this effect probably becomes the single most limiting modifier due to their extreme map pollution probably requiring at least one player to permanently build just to counter them.
