It works on Game Pass. You need to create a shortcut from the exe in Payday 3\Content\PAYDAY3\Binaries\WinGDK and then add the parameter -fileopenlog at the end of the Target. Then just launch from the shortcut and add mods the same way as steam/egs.
Mod doesn't seem to work on the Game Pass Edition, Game launches fine with the -fileopenlog Option but Dallas isn't replaced

@nexuz Oh nvm, I already did the Shortcut, I just missed that you had to put the .pak's into a ~mods folder. Worked for me after doing that
@nexuz hey, can you tell me where too add the parameter? you just say at the end the target but i dont know what a target is.
