I've noticed, that some people have someone blocked in the Social Hub, but don't see the option to unblock them. This was tested once or twice, so unsure if it fixes the problem.
First try the main one. If it doesn't work, then get the override version.

Drop into mods
Open/Restart game
Check if blocked list is empty, if not then leave a comment
Just to be sure. Go to inventory and back out to make sure the save is triggered
Remove mod
Restart game
If worked, then profit? If not, then comment I guess.
