Outlines enemies that are under the Panic suppression effect.

I've playtested it quite a bit, but I'm releasing it as experimental just in case you run into some issues.

I may not provide support for it due to lack of time and dedication to modding.

I figure with PD3 on the horizon, it's best to just release it rather than have it sit on my computer.

• Sync Outlines: Outlines will be visible to other players
• Animation Fix (Client): Experimental. Fixes the Panic animation as a client
