Ports Streamlined Heisting's drastically improved FBI units to vanilla

Notes:
  • Units use their vanilla armament
  • Light rifleman and Shield units have fixed weighting (neck armour and pouches/patches no longer bend oddly)
  • Haven't tested online but it should work fine to the best of this one's knowledge
  • Compatible with Streamlined Heisting - this mod's model changes will be disabled if FBI faction tweaks are turned on
For modders:
  • Mod has global name StreamFBIs
  • Hooks into lib/tweak_data/charactertweakdata
  • Has priority 0
