The AMR-16 one doesn't work properly presumably because there aren't any hooks with these files? The animation becomes blended with the vanilla animation and looks whack. Your other anim mods have files that these do not, notably the hooks.
it doesn't need a hook since it's a simple overrides, my newest mods most of the time work the same way even with hooks
if you have an issue of magazine moving in desync, see if you have any other mods that alter AMR-16's base model (wpn_fps_ass_m16.model)

unless you mean within a mods XML file in which case I have many that contain "wpn_fps_ass_m16"

I asked Playbonk about this.
He stated that, to his knowledge, he can't make the charging handle move without Blt, since the vanilla M4A1 anim does not involve the charging handle.
You are free to send Playbonk $10 for that animation comission for MW2019 AR15 anims, or $200 at splish for a full set of custom anims.
I wasn't involved in the animation work, I just threw money at Playbonk and told him that I wanted a recreation of the XM4's empty reload.
As for that MW2019 animation style that involves swapping out the old magazine while holding the new magazine, I am not sure it is possible with vanilla weapons due to most vanilla weapons only having one magazine object.
