Adds a simple seels background.

to install, you MUST download this mod. once this mod is properly installed, just move the "seels mod" folder to \Steam\steamapps\common\PAYDAY 2\mods\Menu Backgrounds\Assets, and delete the already existing folder.

This is my first mod, and I might not have nailed the submission process.
