Hoxton and Dallas haven't had their masks switched around. Dallas was supposed to be Russian and he had what we have today as Hoxton mask or in PD2 Houston's mask while Hoxton was supposed to be an American, hence his mask.
Also can you make their beta suits? I would like to see that one!
They did actually, if you look at the E3 First World Bank Trailer and look at the teammate panels you can clearly see that their masks are swapped.
About the suits, at some point Hox and Dallas had their suits swapped too, Dallas having a navy blue suit and Hoxton had a beige suit which was later given to Dallas.
The model for beta Dallas' suit (the beige one)s actually diffirent than final, having the bottom of his suit buttoned
@Xamer beta Dallas suit is something I want to pursue, but I am not sure how doable it is.

I always liked the old bullet proof vest in this one, with extra magazines.
