Converts the Bootleg Rifle into a standard 64ish damage AR instead of the awkward AMCAR-based mess it is now

Also allows the Bootleg to use many Magazines from the CAR family, including the Quadstacked mag if you're missing having lots of bullets.

Compared to the CAR 4, this Bootleg has

• Higher Base damage to offset the decreased mod pool
• Higher firerate, keeping the old stat
• Less total ammo
• Similar, but marginally worse ammo pickup (less than 1 bullet difference)
• Much longer reload
• Higher Base Accuracy
• Lower Base Stability
• Higher concealment

With mods, both weapons can reach similar performance overall.
