The Character and his loadout are installed in different ways, and both are required for the Bulwark to function.
To install the character: the guide on how to can be found on the Custom Character modpage, the mod needed for custom characters to work.
To install the items: Download the .zip labelled "BulwarksItems" place it into the mods folder, and delete mods.txt.

The Bulwark is apowerful tank character who is able to bob-and-weave through combat by crossing pits fast and temporarily stopping time, but due to viewing Ser Manuels teachings as blasphemy, is virtually unable to dodgeroll. (Save for one specific circumstance where it would cause a soft-lock otherwise.)

The Bulwark comes with his own unique starter kit to conquer the Gungeon without as much as a thought to dodgerolling.

The RailBlade: The Starter of the Bulwark, a powerful seni-automatic weapon that can be charged to fire a fast homing shot, which cleaves bullets out of the air when reloading.
Holy Protection: Allows the Bulwark a short passage over pits, with the amount of air-time increasing outside of combat. Holy Protection also extinguishes fire from the player should the Bulwark take damage, and grants a slight increase in chance for HP to spawn on clearing a room.
Holy Incense: The replacement to the dodgeroll, the Bulwark is able to use Holy Incense to slow time to a crawl to re-position, while being completely immune. The Bulwark cannot attack while in time-slow. Holy Incense gains a free charge every room, and every 250 damage dealt in combat, with a maximum of 4 stored charges.

The Bulwark, due to being unable to dodgeroll, has a few synergies in his kit that allow him to gain benefits of items otherwise useless.
With Bug Boots: During Holy Incenses time-slow, the Bulwark creates a large trail of poison.
With Macho Brace: The Bulwark is able to attack during Holy Incenses time-slow.
With Rolling Eye: the Bulwark can deflect enemy bullets during Holy Incenses time-slow.
With Spring Heel Boots: The Bulwarks air-time from Holy Protection is doubled.
