Q: What's the gating effect?
A: When you received a shot from an enemy (except for Sniper and Zeal Marksman), as long as your AP is not 0, this shot can at most decrease your AP to 0, but will never touch your HP. E.g., your HP is 230, and you wear a suit that has 20 AP, then received a shot from a Heavy SWAT which is 225 damage, your AP is now 0 but HP is still 230.
Q: What does this mod do?
A: With this mod, when the damage exceeds your current AP, the exceeding part of the damage will be applied to your HP.
Q: How about melee damage?
A: Internally, melee damage is also processed as bullet damage, so this mod still can affect it.
Q: Why do you write this mod?
A: To make the game more challenging, except for Stoic players, who do not have armor at all. And also to make the battle fairer for law enforcers.
