This mod removes the online-only restriction for spawning Captain Winters, meaning that he can spawn (under the same conditions otherwise) in Crimenet Offline mode games.
In online lobbies, this mod has no effect.
This mod should be installed into your mods folder.
If you play offline frequently, I recommend the mod Improved Offline Functionality by fragtrane, which has the same functionality of this mod and much more.
