Forces all Civilians units to wear the Surgical Mask, if they don't already have a hat (such as the Christmas Hat Cloaker on White Xmas, who will not wear a surgical mask. I could have made him wear it but I'm too lazy)
This mod can apply to cops, but this feature is disabled by default. To enable giving surgical masks to cops, you can open Surgical Masks for Civilians/lua/apply_masks.lua and change local cops_enabled = false to local cops_enabled = true.
This mod does not affect players or Teammate AI.
The Surgical Masks from this mod will not appear to other players.
