PAYDAY 2 has a error in it's code in which only Security Guards, SWAT, Heavy Swat, FBI Veterans, Cops and Gangster enemies will have their weapon preset scaled, causing difficulties to be easier than originally intended, this error has been in the game since launch it seems, and it has made the game balance completely wack, resulting in Very Hard and Overkill being basically the same difficulty, Mayhem being just a pure increase to enemy health and nothing else, and Murky faction/russian enemies dealing more damage than normal on OVK/Mayhem but LESS damage than normal on Death Sentence.
This mod fixes the issues by appropriately assigning most of the enemies to the weapon preset scaling, resulting in a more appropriate gameplay experience.
Now I'm sure some of you will immediately notice that DW is now basically the same as Death Sentence overall, this is because the G36 by default deals 30 damage assuming no scaling is being applied, the deathwish weapon preset multiplies all rifle damage by 7.5, resulting in Gensec Swats and Gensec Heavies dealing 225 damage at all ranges.
This is where the weapon damage fix included comes into play, if you believe that enemy damage is now too high on difficulties above Mayhem, the fix lowers the G36's weapon damage to 10 instead, which results in Deathwish enemies dealing 75 damage with rifles at all ranges instead, therefore fixing the issue, the weapon damage fix also includes a change in the preset used for Mayhem so that it uses the "easywish" preset that was intended for it, making enemies deal 50 or so damage at close range and 30 at the furthest ranges.
This mod is best paired with Less Cops or any other mod that reduces the amount of enemies on the map, as the mod makes them way more dangerous than the normal game.
The zip file includes two versions of the mod, one with a weapon damage fix for Mayhem and DW, and one without it.
