Changes Tatonka Values, reducing accuracy, damage, but increasing total ammo and changes pickup values as well. Now comes as attachment!

To mods folder it goes.

Future plans: Release an ammo modification for Tatonka, allowing to switch between this and PD2 vanilla stats
