Adds unique scope for Nagant Sniper Rifle

The scope position is flipped (instead of the scope positioned above the receiver, its offset to the side) due to how Payday 2 reloads the Nagant.

PB Scope features

• Scope positioned on the side of rifle (not the usual position of other optic, middle-center with optic rails)
• Zooms in like the usual sniper scope
• Unique soviet-style reticle (thanks to >:3)
• Forbids other gadget, PB Scope have it's own gadget function to aim with the ironsight instead (thanks to >:3 PU Scope mod)

Basic weapon skins support.
