This mod is not a reballance in theory i wanted to do like a new perk deck using an old idea
(majes designed this new mode)
this new maniac functions like this
every 5 secons you can stack 11 maniac stacks
until you get 1600 stacks 
(you dont lose maniac stacks in the process )v1 -New change
you now loeses 2 steria stacks every 5 secs
by majes ideia using this one he told me that : full potential ~25 minutes, decays if you don't shoot 
like a early game trash late game GOOD
tell me your opnion if is too OP or too trash
