I am sure every shots is very powerfull!
Easy to handle,and not like RPG and GL ,it cannot be shoot down by enemy.
So,it should be few total ammo and very low pick up rate(for M95 its ZERO)

Added shotgun HE rounds to Sniper pack's sniper
Tweak HE stats for sniper,I guess its balanced
HE rounds forbided sniper suppressed barrels and suppressors,bacause silencer skill will give you too much damage

Other:
Sniper pick up rate tweak,you can trun it off like my other mod.

About balance
Reference RPG,M95 have more ammo but lesser total damage
Explosive crossbow,MSR&R93 have lesser ammo ,lesser single fire damage but higher fire rate
