Extract to PAYDAY 2/mods

Removes the DC district boundaries and labels (e.g. Foggy Bottom, West End, etc) from CRIME.NET.
Great for CRIME.NET background mods that would look better without non-fitting lines and text drawn over them.

VERSION 9 (October 31, 2018) removes the redundant features from previous versions.
