Punisher Stops fixes the Punisher encounter sometimes turning into a drive-by sightseeing tour.
In vanilla behavior, the Punisher car can drive through Area 05 and leave without stopping, which makes it difficult or impossible to engage the boss encounter. This mod hooks the Punisher dynamic event spawn, forces the car into boss behavior, turns on the police lights/siren, and makes it stop when it gets close enough to the player.
This mod does not force Punisher to spawn. It only affects the encounter after the Punisher dynamic event has been selected by the game, or by another event mod.

Compatibility
This mod overrides res://Scripts/EventSystem.gd and replaces the Police() event spawn function. It may conflict with other mods that also override dynamic event spawning.
Tested alongside Event Hints loaded before Punisher Stops.
Also tested with Event Hints disabled; the raid ran normally, but Punisher was not selected during that test.
Safety Notes
