makes the bots actually competent. only works in singleplayer, will not function in multiplayer lobbies

1. bots now use the "lightning" preset for movement.
2. bots don't have run_start animations (they now don't do run_stop, but run_start wasn't removed.)
3. bots now move at full speed regardless of direction (credit to: streamlined heisting criminalactionwalk.lua)
4. bots deal more damage, have superior spread values, and lack aim and focus delays.
