as of the houston breakout update they made cloakers audible now, you probably dont need to do the fix below
it appears to not work in online mode from my testing, but works fine in solo mode. no idea why lol.
temporary workaround ig: 1. install this mod but remove the "z" and "_P" from file name
2. add "_P" to the california cloaker pak
