Explanation: if you are playing in English and your friend plays in Russian, if you have this mod, they will see your communication wheel messages in Russian.
Apparently all the functionality for localizable communication wheel messages is in the game, it's just unused.
Fun trick you could try at home: send in chat operational_status_3_text_id~a (you can't paste text in the game, so you will have to type it manually!)
