Place the pak file into in .../PAYDAY3/PAYDAY3/Content/Paks/~mods (if you don't have the ~mods folder, you need to create it).
In order for PAYDAY 3 to load loose pak files, make sure to add -fileopenlog to PAYDAY 3's launch options.
