Thanks! I did originally have all three items and tried to balance the character around that, but to retain balance I decided to omit the Loot Bag (So you weren't able to start a run with all 3 Payday familiars).
The good news is by having the Clown Mask and the Drill in your inventory, you have a high chance of finding the Loot Bag randomly (on testing during runs I found it a lot).

And now that i think about it, it makes sense to actually find the bag, it's loot after all!
@Tizio Coso My thoughts exactly, it's more flavourful to find a Loot Bag after drilling into a locked room or chest.
