I want to make a payday 2 hud mod, but dont know where to start, i have exactly how its supposed to look, but i don't know much lua for such a mod

I don't know either, but I mean we could try. There's already a ton of HUD's out there and I could simply look at the code to see how they work.
You said you have the art but do you have the elements as well? The fine grain, things cut etc. The game needs that.
i have the art for everything can can be art in a hud (so no art for health, interaction circles) other than what its supposed to look like
i have art for things like icons, assault indicators, and inventory
