Allows using perk deck abilities while shooting or driving.

When holding fire you can't use items such as the hip flask or injector, yet you can use them while reviving or picking a lock. I always found this inconsistent.

While driving, armor, dodge and other perk deck buffs still take effect. Yet you can not use the hip flask or injector.

This mod fixes both these issues.

Should work for all current and future perk deck abilities (except sicario, as that is a real grenade not an ability)
